GORUT – Sistem Informasi Desa (SID) bekerja untuk mempermudah pelayanan Pemerintah Desa kepada warganya, apalagi ditunjang dengan internet desa yang memadai.
Jika Anda adalah pemerintah desa, sudah seharusnya Anda menggunakan sistem tersebut.
Begitulah kata Sekretaris Daerah (Sekda) Kabupaten Gorontalo Utara (Gorut), Ridwan Yasin ketika membuka sosialisasi SID, yang digelar di Desa Titidu, Kecamatan Kwandang, Kabupaten Gorontalo Utara, Senin (7/9/2020)
Sekda Ridwan menjelaskan, SID merupakan sebuah aplikasi yang digunakan untuk mengelola data di desa. Dimana SID ini dirancang sebagai alat dukung untuk pelayanan di kantor desa.
Setelah ditilik secara mendalam, ternyata fungsi dari sistem tersebut selaras dengan prinsip dan apa yang sering disampaikan Ridwan Yasin sejak awal dirinya dilantik sebagai Sekda Gorut, yakni soal tertibnya administrasi, perencanaan, pelaporan, dan inventarisir, aset kantor, inventarisir sarana prasarana, pengelolaan anggaran, layanan publik, dan lain sebagainya.
“Sejak awal saya ingatkan, Administrasi itu hal terpenting! Nah, hari ini lagi-lagi dibuktikan bahwa administrasi adalah hal terpenting dalam satu pemerintahan. Sejatinya SID ini harus dikembangkan oleh pemerintah atau pemerintah daerah, sebagaimana tertulis dalam undang-undang desa,” jelas Sekda Millennial itu.
Dirinya menerangkan, Pelaksanaannya (SID) bisa menggunakan APBN, APBD, ataupun APBDes tergantung dengan kondisi yang ada pada daerah tersebut. Undang-undang yang mewajibkan SID tersebut berada pada pasal 86 dan berbunyi sebagai berikut:
Desa berhak mendapatkan akses informasi melalui SID yang dikembangkan oleh Pemerintah Daerah Kabupaten/Kota.
Pemerintah dan Pemerintah Daerah wajib mengembangkan sistem informasi Desa dan pembangunan Kawasan Perdesaan.
SID sebagaimana dimaksud pada ayat (2) meliputi fasilitas perangkat keras dan perangkat lunak, jaringan, serta sumber daya manusia.
SID sebagaimana dimaksud pada ayat (2) meliputi data desa, data Pembangunan Desa, Kawasan Perdesaan, serta informasi lain yang berkaitan dengan Pembangunan Desa dan pembangunan Kawasan Perdesaan.
SID sebagaimana dimaksud pada ayat (2) dikelola oleh Pemerintah Desa dan dapat diakses oleh masyarakat Desa dan semua pemangku kepentingan.
Pemerintah Daerah Kabupaten/Kota menyediakan informasi perencanaan pembangunan Kabupaten/Kota untuk Desa.
Sebagai sosok yang terus mengedepankan pelayanan, Ridwan Yasinpun menjabarkan setidaknya empat manfaat terpenting dari SID.
“Pertama, untuk Mengelola data kependudukan secara efisien dan valid. Kedua Pelayanan cepat, ketiga Transparansi desa, dan keempat. Pelaporan Kegiatan Pemerintah Desa,” jelasnya lagi.
