Gorontalo – Maraknya retail Indomaret dan Alfamart (IAM) di Gorontalo telah menimbulkan ketegangan sebagian pengusaha kecil di daerah ini. Persoalan inilah yang coba dibahas oleh salah satu media TV Mimoza lewat Forum Demokrasi dengan tema ‘Indomart dan Alfamart Menjamur Bagaimana Nasib Pedagang Kecil” pada hari Senin 13 Desember 2021 Forum Dialog yang dipandu oleh Hadi Sutrisno menghadirkan berbagai narasumber baik dari Pemda Kabupaten kota se Provinsi Gorontalo, Politisi, Akademisi, mahasiswa dan juga dari IAM itu sendiri.
Diskusi forum yang didesain model ILC nya Karni Ilyas TV One coba dibangun oleh host Hadi Sutrisino dalam siaran langsung Mimoza TV yang sedikit mengikuti style Karni Ilyas berusaha menggali setiap permasalahan dari setiap narasumber.
Memanas memang karena sebagian peserta lebih menuduh pemerintah akan keberpihakannya kepada investasi IAM ini. Namun berkat kepiawaian host Hadis Sutrisno semua jadi dingin dan sejuk penuh tawa riang.
Prof. Dr Arta sebagai pakar kebijakan publik yang diundang sebagai salah satu narasumber berpendapat bahwa tidak bisa mempersilahkan siapapun dalam permasalahan ini, kehadiran IAM adalah sesuatu yang tidak bisa dielakkan dalam perdagangan bebas apalagi diera kompetitif dewasa ini, siapa yang tidak mampu bersaing dia akan terlindas oleh waktu. Retail besar maupun kecil kehadirannya sudah diatur dalam kebijakan publik melalui regulasi UU No 112 tahun 2007 tentang penataan Pembinaan Pasar Tradisional dan Toko Modern.
Ini berarti peluang bisnis bagi siapapun di negeri ini tidak ada yang bisa menghalangi. Hanya saja agar tercipta persaingan yang sehat diatur dalam kebijakan ini tentang penempatan dan sistem perdagangan agar bisa berkolaborasi dengan baik. Nyatanya dalam implementasinya pemerintah tidak mampu mengawal kebijakan ini yang ada hanya kericuhan dan maraknya protes kehadiran Indomaret dan Alfamart.
Di lapangan sangat terasa kebijakan yang dilakukan lebih berpihak kepada retail-retail besar ketimbang pengusaha kecil di daerah ini dan ini terlihat makin maraknya Indomaret Alfamart hampir di pelosok desa akibatnya retail-retail kecil termasuk UMKM jatuh bangun mempertahankan hak hidupnya di tengah kondisi ekonomi yang semakin sulit.
Inilah suatu kegagalan pemerintah dalam mengawal kebijakan yang telah dikeluarkan.
Olehnya Prof Arta berharap kedepan perlu ada payung hukum di daerah yang lebih fokus mengatur dan menata kembali kehadiran kedua retail besar dengan saling mendukung dalam hal produk masing masing sehingga seluruh pelaku bisnis di daerah ini bisa hidup berdampingan dan saling berkolaborasi demi terciptanya masyarakat yang adil dan sejahtera.
